Mrs.Maneka Gandhi, Chairperson,PFA while Minister for Social Justice and Empowerment, launched the Animal Birth Control programme, in which street dogs are caught, vaccinated against rabies, neutered, identified with collar, ear mark and ear tattoo, and returned to the street to the place where they were caught, after full recovery.

Earlier the Municipal Corporation of Bhubaneswar was killing the stray dogs to control dog population. But after the Animal Birth Control programme by Govt. of India the killing of stray dogs by poisoning has been stopped. But simultaneously the Municipal Corporation should implement the ABC programme to control the dog population. But the Corporation was not doing since last 3-4 years for which the dog population has been increased to the extent that it has become a threat to both animal and human life. Our organization has started ABC programme in the Capital City of our State for the first time. Recently taking the high population of stray dogs and chances of spreading of rabies due to bite due to over population, recently the Municipal Corporation is supporting to some extent to us in the ABC programme.

The purpose of the ABC programme is to create a friendly, stable, rabies-free street dog population. Dogs are caught humanely in the streets by our staff, vaccinated, spayed, identified with ear-mark and returned to the street after a full recovery. The street dogs cannot be eliminated unless the rubbish on which they feed is also eliminated. If street dogs are poisoned or otherwise removed, the remaining population multiplies rapidly to fill the empty biological niche. Our staffs are very skilled in catching the dogs. We have also got the training from Blue Cross, Chennai and Bali Street Dog Foundation, Indonesia. Records are maintained and each dog is returned to the same place it was captured. We are also following the guidelines of WHO/WSPA while implementing the ABC programme, population survey etc.
